What to do when your new neighbors house was sabotaged?

Ok so a few days ago we found out our new neighbors house was sabotaged by an unknown person. They wrecked the outside of the house by throwing dirt all over there new roof and sidewalk. We think it was these teenagers who lived down the street because our street sign was knocked over and beat and it took weeks to fix. The workers worked very hard to make this house. How should i catch this person? Any ideas on what to use if this keep happening?
